Stop Importing Jihadists- A Policy Prescription

The danger posed by the Global Jihad is immediate and deadly and our government should take all possible precautions to keep Americans safe. The Center for Security Policy (CSP) released the Secure Freedom Strategy to Defeat the Global Jihad Movement to provide an approach that uses all aspects of U.S. power to stop this growing danger to our way of life. There are many facets to the threat, but one of the most compelling is the entry to this country of Sharia Supremacists who work to place their totalitarian ideology above any man-made law including the U.S. Constitution.

The existing immigration laws provide ample authority to ban sharia-adherent individuals under exclusions for totalitarian ideology and the President should provide guidance to the responsible agencies to do so. NEW POLL FINDS AMERICANS WANT TO STOP IMPORTING JIHADISTS, CENTER OFFERS PLAN FOR ACCOMPLISHING THAT SECURITY GOAL

Washington, D.C.: A new poll suggests that large majorities of Americans agree with the common sense proposition that we should stop importing jihadists. A murderous attack in Orlando heightened concern that we already have too many here.

A public opinion survey conducted this month by Opinion Savvy found that 71% of respondents support “identifying foreign supporters of Sharia law prior to their admission to the United States.” Of those favoring such identification, 80% believe Sharia-supremacists should not be admitted into the country.

Republican presidential candidate Donald Trump put this issue on the political map last year by calling for a temporary pause in admissions of Muslims until a way can be found to determine whether they are potential terrorists. He cited troubling findings of a 2015 poll of U.S. Muslims conducted for the Center for Security Policy. Twenty-five percent of respondents believed “violence against Americans here in the United States could be justified as part of the global jihad” and fifty-one percent believed “Muslims in America should have the choice of being governed by [Islam’s totalitarian] Sharia” code, rather than the Constitution.

In recent days, Mr. Trump has mused publicly about how to differentiate between would-be Muslim immigrants who pose a threat and those who do not. He has suggested applying his proposed restriction to all would-be immigrants from certain countries tied to terrorism.

One of Mr. Trump’s top advisors, former House Speaker Newt Gingrich, however, argues that defining test should instead be adherence to Sharia. On Fox News Sunday, Speaker Gingrich said: “I would apply a test for Sharia and a test for loyalty to ISIS rather than geographic test, because we’re fighting people all over the world who are dangerous to us. So, it’s hard to say which countries really are the Islamic terrorist countries.”

In an appearance last Thursday on Fox News, Center Executive Vice President Jim Hanson made a similar point:

It would be smart right now to pause immigration from jihadist controlled or influenced areas and take a look at whether or not letting anyone who is Sharia adherent Muslim— which is a totalitarian ideology not the religion — has any business coming in this country ever. We can ban totalitarian ideologues from entry with existing laws. And it’s probably  time to do that and stop bringing in more jihadists into the United States….

…The Sharia adherence is the important thing. It’s not all Muslims. There are plenty of Muslims willing to live in peace. But the ones who follow Sharia, which is a large number, it’s a third to half worldwide, have no way to follow the Constitution because they’re required to place that above any man-made law. So they’re not going assimilate. It’s not a question of their parents or internet or ISIS or anything. That’s what they taught and that is what they follow. That leads them to jihad and leads to dead bodies. We got to stop it.

The Center for Security Policy released today a white paper describing how such a filter could be applied and statutory changes that would facilitate its implementation:

It calls on presidential contenders, candidates for other offices, elected officials and citizens of this country to evaluate and implement this important paper’s recommendations.

Libyan airstrikes against Islamic State as Threat To Europe Grows

The Libyan Air Force launched attacks on Islamic State strongholds within Derna, Libya. These airstrikes have targeted several weapons and ammunition storage facilities. The Islamic State released an online statement confirming the attack, but claimed the attacks struck the headquarters for the Hisbah, ISIS’ shariah law enforcers. Pro-Islamic State twitter users have accused the Libyan government of striking a civilian apartment building, but no confirmation of damages or losses has been reported.

The attacks took place on May 2nd, targeting the city of Derna.   Derna is a coastal city, making it a strategic stronghold for the Islamic State, in part because it allows them to take part in smuggling into Europe, mainly Italy.

In a country filled with clashing governments and terror groups, it is no wonder Islamic State is increasing its influence in Libya. Not only does Libya provide the Islamic State with access to the trafficking and smuggling trade, but gives them a base from where to launch attacks on Italy. A  NATO official told the news website WND that an attack against Islamic State forces in Libya is not under discussion, and warned that such an effort would face challenges because of the high concentrations of civilians and refugees. In Italy the call for action has grown more vocal, as  Italian politician Paolo Gentiloni, warned, “We don’t have months and months to sort this out”.

The Islamic State has already promised to attack Italy and revealed that they already have supporters operating within Italy. The best way to stop Islamic State from infiltrating Italy is to crack down on the smuggling and trafficking route from Libya to Italy. These routes provide an easy point of entry and allow Islamic State members to pass unnoticed and undetected.

The failure to act in Libya is a result of a disjointed policy, which recognizes the importance of striking Islamic State fighters in Iraq and Syria, but ignores, or disassociates Islamic State provinces from the main body. Although Islamic State launched efforts in Libya as early as November 2014, as late as April 20th, shortly after the Islamic State’s execution of 21 Coptic Christians,  the Obama Press Secretary Josh Earnest said it was “difficult to assess” what presence Islamic State had in Libya. Libya’s Foreign Minister has accused the U.S. of being “blind” to the threat.

The U.S. and coalition efforts should actively target Islamic State and other jihadist groups (including Al Qaeda) regardless of expansion across borders. The United States and its allies must adopt a global strategy against a global threat.

Mr. Obama, we have a strategy for victory over global jihad

The United States cannot defeat ISIS as long as its leaders continue to deny its nature as promoting a violent radical ideology of Islamist supremacism worldwide. Why the White House spokesman would downplay the growing global reach of ISIS and dispute the US intelligence community on this issue is baffling.

It is also dangerous. Earnest’s statements are the latest indications that the Obama administration continues to be clueless about the threat from global jihadist groups like Al Qaeda and ISIS and still has no strategy to confront this threat.

Working with a group of leading American national security experts, the Center for Security Policy unveiled a comprehensive strategy to defeat the global jihad movement in January. Titled “The Secure Freedom Strategy: A Plan for Victory Over the Global Jihad Movement,” our strategy defines the threat from the global jihad movement, discusses the record of the United States in confronting the threat, and describes how the US government must be re-organized to defeat it.

The secure freedom strategy is designed after the Reagan Administration’s National Security Directive 75 (NSDD 75), a strategy to defeat the totalitarian threat of President Reagan’s time: the Soviet Union. Similar to NSDD 75, the Secure Freedom Strategy is a plan on how the United States can best employ diplomatic, military, economic, cyber, intelligence tools to understand the threat doctrine of global jihadist groups like ISIS and defeat them.

Center Releases Dossier Documenting a House Intelligence Committee Member’s Extensive Ties To The Muslim Brotherhood

(Washington, D.C.): House Minority Leader Nancy Pelosi recently appointed Rep. André Carson (D-IN) to a coveted position on the House Permanent Select Committee on Intelligence.  This panel is charged with oversight of the United States’ most sensitive national intelligence capabilities and operations.  These include any directed at Islamic supremacists seeking to impose worldwide – through violent and, where necessary, through stealthy forms of jihad – the totalitarian program they call shariah.

Preeminent among the practitioners of this jihadist agenda is the Muslim Brotherhood.  In fact, according to evidence introduced by the U.S. government into the Holy Land Foundation trial in 2008, the Brotherhood’s self-declared mission in America is: “a kind of grand jihad in eliminating and destroying the Western civilization from within and ‘sabotaging’ its miserable house by their hands [i.e., those of non-Muslims] and those of the believers so that it is eliminated and God’s religion is made victorious over all other religions.” (From the 1991 Explanatory Memorandum on the General Strategic Goal for the Group in North America, Government Exhibit 003-0085, 3:04-CR-240-G.)

It is, therefore, problematic and potentially detrimental to the national security that Rep. Carson has extensive and longstanding ties to organizations and individuals associated with the Muslim Brotherhood.  As established in a dossier and video released today by the Center for Security Policy, the Indiana congressman has an extensive record of involvement with, support of and support from a virtual Who’s Who of Brotherhood front organizations in America and leading figures in the jihad movement in this country.  The dossier makes it clear that, as a group, they have “a documented history of serving as unregistered foreign agents, engaging in material support for terrorism and possessing direct ties to the Brotherhood’s Palestinian franchise, Hamas, a designated terrorist organization.”

Among those with whom Rep. Carson has been involved as a guest speaker, panelist, fundraiser, recipient of funds, etc., are: the Council on American Islamic Relations (CAIR) and a number of its chapters across the country; the Islamic Society of North America (ISNA); the Islamic Circle of North America (ICNA); the Muslim American Society (MAS); and the Brotherhood’s new proto-political party, the U.S. Council of Muslim Organizations (USCMO).

The Carson Dossier warns:

The fact that Rep. Carson’s association with these organizations has persisted even after he has had every opportunity – as well as a responsibility – to know the threat they pose to U.S. national security displays, at the very best, a grave lack of judgment that is incompatible with service on the HPSCI.

In addition, the prospect that the nation’s most highly-classified information could fall into Muslim Brotherhood hands – whether purposefully or by accident – by way of a HPSCI member who associates on a regular, friendly and ongoing basis with its operatives is a grave one.  It merits a rigorous counter-intelligence assessment of the potential risks associated with Rep. Carson’s vulnerabilities to recruitment, blackmail or other suborning.

Center President Frank J. Gaffney, Jr. unveiled the Carson Dossier in the course of a presentation about the Muslim Brotherhood, its civilization jihad and its success in advancing its stated mission of “destroying Western civilization from within” before the National Religious Broadcasters today. Mr. Gaffney observed:

Given the Muslim Brotherhood’s unalterable commitment to Islamic supremacism, the imposition of shariah worldwide and the establishment of a caliphate to rule globally in accordance with that totalitarian program – in place of our constitutional republic and all other forms of government, what the Obama administration is doing is bad enough.  Its serial efforts to engage, legitimate, fund, arm and otherwise empower the Brotherhood overseas and to rely upon the Brothers’ domestic front organizations as representatives of and outreach vehicles to the Muslim community in this country are intensifying the dangers we face from the Global Jihad Movement.

It is wholly unacceptable to have as a member of a key congressional committee charged with overseeing U.S. intelligence and counterintelligence an individual with extensive personal and political associations with the Muslim Brotherhood’s civilization jihadist infrastructure in America.  At a minimum, Rep. Andre Carson’s presence on the House Intelligence Committee will necessitate restrictions on his access to classified information about the presence and operations in this country of what amounts to a subversive Islamist Fifth Column and his participation in the panel’s deliberations concerning how it can best be countered.

Since there are, at the moment, few topics more in need of assiduous oversight by the Congress – even if there were no actual risk of compromise of national security secrets or Muslim Brotherhood influence operations associated with Rep. Carson’s presence on the House Intelligence Committee, the potential impediment he may constitute to such work demands his removal from this panel.

The Center for Security Policy recently released a Secure Freedom Strategy a comprehensive strategy to defeat the Global Jihad Movement.  The Secure Freedom Strategy is adapted from the one employed by President Reagan to defeat the last totalitarian ideology that sought our destruction (Soviet communism).  As formalized in the President’s National Security Decision Directive 75, this plan successfully brought to bear all instruments of national power, a template for victory that stands in stark contrast to President Obama’s hapless draft Authorization for the Use of Military Force against the Islamic State.

The ‘Defeat Jihad Summit’

Later this month, leaders and other influential figures from around the world will come together to address in a realistic way the emerging – and potentially existential – threat facing our nation and its friends overseas, and to resolve how best to counter it.

I am not talking about President Obama’s “Countering Violent Extremism (CVE) Summit” that will be held on February 18th. Like the latest mutation of his doomed “strategy” for countering “ISIL”, er “DAISH,” which the mendacious Susan Rice will be rolling out tomorrow, that official confab will an exercise in disinformation, deflection and deceit, both about the reality of Islamic supremacism and the effectiveness of the steps the United States and its allies are taking to contend with it.

The international conclave that actually holds promise for being illuminating, fact-based and consequential is a counterpoint to the official event that will take place exactly a week before: Its sponsors, including my own Center for Security Policy, have given it a clarifying title: the “Defeat Jihad Summit.”

Like Team Obama’s shindig, this meeting will be by invitation only and feature a number of eminent figures in foreign governments, as well as our own. Unlike the closed-door official function, however, ours will be live-streamed.

Among those participating in the Defeat Jihad Summit will be Texas Sen. Ted Cruz, Louisiana Gov. Bobby Jindal, former Attorney General Michael Mukasey, former House Speaker Newt Gingrich, Dutch parliamentarian Geert Wilders, Britain’s Lord Malcolm Pearson, former House Intelligence Committee Chairman Pete Hoekstra, Danish free speech advocate Lars Hedegaard, former federal prosecutor Andrew McCarthy and roughly three dozen other freedom fighters.

The alternative summit’s roundtable will focus on three topics:

  1. The nature of the enemy we face – the Global Jihad Movement and its animating ideology of shariah, i.e., not something euphemistically and misleadingly called “violent extremism”;
  2. the actual degree to which the present policy for addressing this threat has been successful or a failure – a realistic appraisal devoid of the cheerleading, wishful thinking, misdirection and worse that colors Ms. Rice’s every utterance (predictably, to include those served up at Brookings tomorrow) and that will be the leitmotif of the CVE Summit, with its official/Muslim Brotherhood and fellow-traveling participants;
  3. An alternative approach that is fact-based, non-submissive to jihadist threats and influence operations and, ideally based on a strategy proven to be successful in countering totalitarian ideologies bent on our destruction – i.e., the Secure Freedom Strategy modeled on the one President Reagan launched 32 years ago last month that sought, and achieved, the liquidation of Soviet communism and its “Evil Empire.”
